Stillwater man charged with being a Peeping Tom

 STILLWATER — A 38-year-old Stillwater man accused of secretly recording a teenager in a bathroom at his home where she had been staying along with her relatives has been ordered to appear in court on Sept. 14 on a felony Peeping Tom charge.

   If convicted of using photographic equipment in a clandestine manner with a lewd purpose, Dejuan Andre Bell, who is not related to the teenager, could be given as much as a five-year prison term and a $5,000 fine. He was freed on $10,000 bond on July 14, court records show.

   Bell was arrested at his residence on July 12 when the victim “came forward with information pertaining to secretive and clandestine recordings of herself…in the restroom of her home. (She) was completely unaware that she was being recorded until today,” Stillwater Police Officer Gaige Ellis alleged in an affidavit filed with the charge last week.

   The victim’s relative “discovered secretly captured videos of (the victim),” while going through Bell’s cellphone, the affidavit alleged.

    “Dejuan himself is seen in a still-frame of one of the videos, standing up near the shower and toilet. Dejuan appears to look in the direction of the camera. (The victim’s relative) provided me with 10 mp4 files, all similar in content,” the officer alleged in his affidavit.

   The victim “recalled Dejuan having what appeared to be a charging port that was plugged into the outlet on  the wall of the bathroom,” which is almost exclusively used by the victim and another relative, the affidavit alleged.

   “This charging port is in the same area as where the videos appear to be coming from, leading me to believe there is a hidden camera inside the otherwise unnoticeable charging port,” the officer alleged in his affidavit.

   “The videos were later discovered to be associated with a smart phone application. (The victim’s relative) located several more videos that were similar in content on this phone application that she was unable to view. (She) described the application as requiring a form of payment to view the videos,” the affidavit alleged.
