(Stillwater, Okla.) – A Cushing woman, who was released from prison less than four years ago, has been ordered into the Payne County Drug Court program as a condition of probation, court records show.
Rachael Marie Norvell, 30, who admitted possessing the controlled drug carisoprodol with intent to distribute, was sentenced in accordance with a plea bargain approved by Associate District Judge Stephen Kistler last week.
Norvell was given a 15-year probationary sentence except 90 days in jail that she had already served and ordered to begin paying $1,250 in assessments along with the cost of her incarceration and to perform 50 hours of community service, court records show.
Norvell was a back-seat passenger in a car with an expired paper license tag spotted traveling south in the 400 block of S. Little about 1 a.m. on July 29, 2017, that was stopped in the 400 block of E. 8th Street by Cushing Police Officer Christopher Haywood, an affidavit said.
Numerous air fresheners were in the car, according to the officer, who asked Cushing Police Sgt. Matt Piatt to come to the scene with his K9 partner, Max, the affidavit said.
The drug dog had a positive indication for narcotics odor on the driver’s door handle, the affidavit said.
“While searching the area where Norvell had been sitting in the vehicle, I located a clear green zipper bag next to Norvell’s purse,” that had another baggy containing 23 white round pills identified as generic soma, the officer wrote in his affidavit.
According to court records, four years ago Norvell was given two concurrent seven-year prison terms for possessing methamphetamine in 2013 and conspiring to manufacture a drug in 2012 in Payne County.
When Norvell was sentenced in 2014, the judge ordered that she be provided substance abuse treatment in prison and said that if she successfully completed it, he would suspend the balance of her sentence to probation, court records show.
Norvell was incarcerated for about eight months before she was released in December of 2014 to probation, state Department of Corrections records show.
