STILLWATER — A 58-year-old Cushing man avoided a jury trial this week by admitting he violated the Sex Offender Registration Act by living within 2,000 feet of Rotary Park and Lions Park, as well as registering as a transient and providing false information regarding where he had been staying and planning to stay.
Shannan Lee Teegarden, who has a history of methamphetamine-related convictions, was sentenced last week to two four-year prison terms by District Judge Jason Reese, who ordered that they be served at the same time as the six years in prison he received on Aug. 23, 2024, for violating his probation in a 2022 indecent exposure case, court records show.
For indecent exposure at a Cushing convenience store in the 200 block of E. Cherry Street on the day before Halloween of 2022, Teegarden was originally sentenced on July 7, 2023, to a year in jail with credit for time already served, followed by nine years of probation with an order to register as a sex offender.
According to an affidavit by Probation and Parole Officer Billy Laster, Teegarden went to his Stillwater office on Feb. 6, 2024, following his release from jail to begin his supervision. Teegarden wanted to reside with a relative in Cushing that was within 2,000 feet of two parks, which was not a valid address for a sex offender, the affidavit said.
Teegarden registered as transient/homeless at “the Stillwater Creek Bridge near Perkins Road and 19th Street within Payne County. He later changed his location to State Highway 33 and Schlegel Road on 2/22/2024.
“Teegarden was arrested by the Cushing Police Department on 2/13/2024 and charged in their municipal court for trespassing,” and released from the Payne County Jail on 2/15/2024, the affidavit said. Teegarden’s behavior in the initial weeks of his supervision was highly concerning. Further, his DOC classification and assessment is that of a high-risk offender.
“Pursuant to DOC policy regarding transient, high-risk sex offenders, he was placed on a global positioning system (GPS) ankle monitor on Thursday, 2/22/2024. Teegarden signed the Sex Offender GPS Orientation Guidelines and Procedures on that same date in my office.
“Since 2/22/2024, I have reviewed the GPS points on a daily basis and the following is a summary of his whereabouts.
“Teegarden has never visited, stayed or resided at his registered location. Further, he has continued to live with his (relative),” which is approximately 1,795 feet from Rotary Park that has playground equipment and 1,919 feet from Lions Park, which has ball fields, the probation officer wrote in his affidavit.
“It should also be noted that on Monday, 2/26/2024, Teegarden appeared in my office for his weekly probation appointment. During that time, I informed Teegarden that I reviewed his GPS points, and he needed to reside at his registered location,” the probation officer wrote in his affidavit.
According to court records, Teegarden has a history of methamphetamine-related convictions dating back to 2009 when he was placed on five years of probation for possessing a substance with intent to manufacture methamphetamine in 2005 in Payne County.
