Cushing man jailed on $50,000 bond on drug charges

   STILLWATER — A 50-year-old man, who was a front-seat passenger in a car during an early morning traffic stop at Main and Little Streets in Cushing, has been jailed on $50,000 bond pending his arraignment this week on charges of trafficking 20 grams or more of methamphetamine, possessing a controlled drug as a fifth offense and having drug paraphernalia described as digital scales, glass pipes and syringes.

   If convicted of all three counts, Travis Don Duncan of Cushing could be incarcerated for up to 26 years and fined $215,000, according to the charge filed last week.

   Duncan was arrested at 3:54 am on July 26 by Payne County Sheriff’s Deputy Treyton Keeling, who conducted a traffic stop at 2:22 am on the car in which he was a passenger, court records show.

   The driver was released, but a back-seat passenger was arrested and charged with misdemeanor possession of drug paraphernalia, court records show.

   “Payne County Deputy Donato Lomboy identified the front-seat passenger as Travis Don Duncan. While at Travis, I observed he had two large paper sacks and some white bags in his lap between his legs. I had Travis step out of the vehicle,” and stand with the driver and other passenger, Deputy Keeling alleged in his affidavit.

   “In the front passenger side, in the brown sack Travis was holding, I observed a blue cup. I opened the blue cup and observed a blue tinted plastic zip bag. Inside the bag, I observed a white crystal substance I believed to be methamphetamine.

   “I went to Travis and (the driver), and they were both placed in investigative detention…I went back to the vehicle and continued searching. Inside the blue cup, I also observed four syringes, three of which were used and one was not and had liquid in it. I also observed an orange pill bottle with two white pills in them.

   “Inside one of the sacks, I observed two glass pipes with residue in them I believed to be methamphetamine. There were two white bags with the sacks as well. Inside one of the bags was a small black zip pouch. Inside the pouch I observed a working digital scale that had methamphetamine residue on it

   “There was a cardboard box in the bag too. Inside the box was a larger digital scale. The scale also had residue on it. I also located an empty zip lock bag, and three plastic cups with residue and a dollar bill in the box too…Travis was placed under arrest at this time.

   “Payne County Deputy Tristan Rumpl performed a pat search of Travis,” and located $1,921 in cash consisting of nine $100 bills, 40 $20 bills, seven $10 bills, 27 $5 bills and 16 $1 bills. Travis stated he was coming from a casino; however, there were no receipts from the casino for the money,” Deputy Keeling alleged in his affidavit.

   At the Payne County Sheriff’s building, the crystal substance in the blue bag weighed 30 grams and tested presumptive positive for methamphetamine as did residue on the large scale, the affidavit alleged. “I used an online pill identifier to identity the two pills Travis had. I identified one as Suboxone and one Oxycodone, both prescription drugs that Travis did not have prescriptions for,” the deputy alleged in his affidavit.

   According to court records, Duncan had previously been convicted of four drug possession misdemeanors between 2018 and 2023 in Payne County.
