UWPC RELEASE: New Utility Assistance Program Announced

STILLWATER, OK, Oct. 8, 2026 – As the need for utility assistance continues to grow in our community, United Way of Payne County, Catholic Charities of Eastern Oklahoma and Our Daily Bread Food and Resource Center have partnered to launch a new utility assistance program for Payne County residents.

“The number one call we get at our office is people inquiring about utility assistance.” Ruth Cavins, United Way of Payne County Executive Director said. “Our board recognizes this critical need and has prioritized making resources available to serve our community.”

Through this collaborative effort, the organizations aim to provide meaningful, timely support to households experiencing utility insecurity while gaining a deeper understanding of local needs and identifying opportunities for long-term community impact.

“We are grateful for the opportunity to serve families in Payne County in an even greater capacity through this partnership with the United Way of Payne County and Our Daily Bread.” Deacon Kevin Sartorius, CEO of Catholic Charities of Eastern Oklahoma said. “Helping with a utility bill may seem like a simple intervention, but for a family already struggling to make ends meet, it can be what keeps them stable and in their home. Preventing homelessness is an important part of our work at Catholic Charities, and this partnership allows us to reach families earlier—before a financial setback becomes a crisis.”

The program is designed to help reduce household instability caused by utility insecurity by providing short-term financial assistance to low-income and at-risk households. It was developed to be a stopgap for people who have found themselves in a one-time crisis and need assistance with a utility bill. In addition to helping prevent further crises, the program will connect residents with additional resources and support services while collecting data that can inform future community strategies and investments.

As the program’s implementing partner, Catholic Charities of Eastern Oklahoma will oversee day-to-day operations and client assistance. United Way of Payne County will provide funding for the initiative, while Our Daily Bread Food and Resource Center will support the program by providing office space, a shared client waiting area and essential office equipment.

Together, the organizations are committed to strengthening the safety net for Payne County residents and ensuring Payne County residents have access to the resources they need to remain safe, stable and connected.
