STILLWATER — A 33-year-old man convicted of lewd acts to a child in Lincoln County has been accused of violating the sex offender registration act by failing to notify law enforcement of his intention to move from his previously listed address in the 900 block of E. Walnut Street in Cushing on Jan. 29.
An arrest warrant was issued on May 8 for Adrian McVay-Shanklin, who “has absconded his probation supervision and his whereabouts are unknown,” according to an affidavit by Department of Corrections Probation and Parole Officer Billy Laster assigned to the Stillwater office.
According to Lincoln County court records, on his trial date of June 9, 2021, McVay-Shanklin pleaded guilty to lewd acts to a child in Carney and was given a one-year jail term followed by four years of probation. But 15 months later on Sept. 20, 2022, McVay-Shanklin’s probation was revoked to three years in prison followed by one year of probation, court records show. In his Lincoln County lewd acts to a child case, McVay-Shanklin served two years and four months in prison before he was released on Jan. 27, 2025, court records show.
In 2022, McVay-Shanklin had been charged in Payne County with violating the sex offender registration act and sentenced on July 5, 2022, to 180 days in jail followed by four and one-half years of probation, court records show.
In his latest case, “McVay-Shanklin was released from DOC’s Allen Gamble Correctional Center on Jan. 27, 2025. At the time of his release, he provided DOC with an address,” in the 900 block of E. Walnut Street in Cushing, an affidavit alleged.
“McVay-Shankin completed an intake to probation on Jan. 29, 2025, at my office. I told him he would not be allowed to live at this address,” since it is too close to Roy Kemp Park in Cushing and about 767 feet from the playground equipment, the DOC probation officer alleged in his affidavit.
McVay-Shanklin “acknowledged he was aware it was not valid for him,” to live at that location, the affidavit alleged. “He spoke of other options such as utilizing tribal assistance for housing, and we spoke about him registering homeless/transient. Since our initial meeting, he has failed to return to my office to complete sex offender registration nor has he provided a valid address or registered as transient/homeless. Attempts to reach him by phone have failed,” the DOC probation officer alleged in his affidavit.
When the DOC probation officer went to the address on March 18, 2025, on E. Walnut Street to try to contact McVay-Shanklin, a woman said “McVay-Shanklin does not live there, but she has received mail for him and knew of his sex offender status,” the affidavit alleged.
If apprehended and convicted of violating the sex offender registration act, McVay-Shanklin could be given as much as a five-year prison term and $5,000 fine, according to the felony charge filed in Payne County on May 7.
