Convicted Child Molester Charged With Failing To Register As Sex Offender
Remains Jailed on $7500 Bail

(Stillwater) -- A convicted child molester from California who was arrested in front of a Stillwater church has been jailed on a charge of failing to register as a sex offender after residing in Stillwater for more than seven days.

Stanley Lambert Jr., 22, was convicted of oral sex with a child in California when he was a teenager, according to an affidavit by Stillwater Police Officer Jeff Dillon filed in court records last week.

Lambert has been ordered to return to court Feb. 1. He remains jailed on $7,500 bail.

The Stillwater police officer wrote in an affidavit that he was sent at about 4 p.m. on Jan. 16 to the area of 1500 E. Hanson Circle regarding a man in a black hoodie "walking the neighborhood looking in vehicles and residences."

The officer noticed that a man was standing in the street on Hanson Circle just east of Stallard in front of the Highland Park Methodist Church, his affidavit said.

"I noticed there were three young girls, approximately 11 to 13 years of age, who had just walked across the street to the church from the same general location," where the man was standing, Dillon wrote in his affidavit.

The man said that he was in the neighborhood trying to find someone who wanted a car washed, the affidavit said.

"I questioned him further about this, since it has been raining and he had no items with him such as a sponge, soap, bucket or water hose to wash a car with. He stated he knew it sounded odd, but that was what he was doing in the area," the officer wrote in his affidavit.

The man, later identified as Lambert, stated he lived nearly in the 1400 block of N. Berry Court, which is actually about a mile away, the affidavit said.

"He stated he moved to Stillwater approximately six months earlier from Fresno, California," the affidavit said.

"I asked him if he had ever been arrested before and he stated he had been to prison for having sex with someone he should not have," which he said was an 8-year-old boy, the affidavit said.

"I asked him if he was a registered sex offender, and he stated he used to be registered in California, but he had not since moving to Stillwater," the affidavit alleged.

Lambert said that in California he was required to register for life, once a year on his birthday, the affidavit said. The California Sex Offender Registry showed he last registered two years ago, the affidavit said.

He was convicted of oral copulation with a child on Aug. 7, 2001, and lewd acts with a child on Sept. 18, 2002, in Fresno, California, the affidavit alleged.

After Dillon arrested Lambert for failure to register as a sex offender, the officer told him that he was living too close to Skyline Elementary School and that he would be required to move, the affidavit said.

When Lambert was searched at the jail, he had a condom in his pocket, the affidavit said.

"I advised him he would be shown a map where he could live when he came in to register with the Stillwater Police Department," Dillon wrote in his affidavit.

If convicted of failure to register as a sex offender, Lambert could be given a five-year prison term and a $5,000 fine, according to the charge filed by Payne County prosecutor Jill Tontz last week.
